What serves a kindergartner is not what serves a high-school senior. The framework is calibrated to four bands of development.
A single bar for all of PreK–12 would be wrong twice over — too strict to be useful for older students, or too loose to protect the youngest. Products are certified for the age bands they actually serve, not for childhood in general.

Grades 3 to 5
Band III
Grades 6 to 8
Band IV
Grades 9 to 12
Expectations shift with age: what data may be collected and kept, how engagement is designed, how independently a student is expected to use a tool, and what evidence is required to support a claim. The bands make those differences explicit instead of leaving them to fine print — a product appropriate for high school students is evaluated differently from one designed for kindergarteners.
